Vancouver, B.C. June 11, 2026 — Coast Mental Health has submitted a rezoning application to the City of Vancouver for 259 to 293 East 11th Avenue, advancing an integrated mental health and housing campus that is among the first of its kind in Canada, that brings together housing, care, recovery, and community connection in one neighbourhood setting. More than a housing development, the project is designed as preventative mental health infrastructure that supports wellbeing earlier and reduces reliance on crisis-based systems over time.
If approved, the redevelopment would deliver approximately 370 non-market rental homes through a mixed-income model, with support from the Province through BC Housing, alongside a smaller integrated component of 15 to 20 homes with 24/7 support services for people who need that level of care. In addition to housing, the campus would include a Recovery and Support Centre, dedicated primary care and community mental health services, and street-level commercial and employment spaces, creating a complete community where people can access the supports and opportunities they need to thrive.
Rooted in Coast Mental Health’s belief that mental health is shaped long before people reach a crisis point, the project is intended to bring stable housing, care, and community connection together in one place. By integrating these supports, the campus is designed to reduce isolation, chronic stress, and housing insecurity while strengthening long-term wellbeing and easing pressure on crisis-based systems.
“For too long, we have responded to housing challenges, mental illness, and social isolation only after people have reached a crisis point. This project is built on a different idea: that stable housing, access to care, meaningful opportunities, and a strong sense of community are the foundations of good mental health,” said Keir Macdonald, CEO of Coast Mental Health.

The campus would be a mixed-income, non-market rental housing community for people who can live independently, with a smaller integrated component for residents who need 24/7 support, reflecting Coast’s decades of experience providing housing for people with mental illness integrated into mixed communities.
Located in Mount Pleasant and close to transit, shops, and services, the redevelopment is designed to add homes and community-serving amenities that contribute to a more complete, connected neighbourhood by bringing homes, care, and community spaces together, the project is designed to support earlier intervention and create long-term public value for Vancouver.
